Garrison Dispatch After-Hours Operations Desk

Terms of Service

Effective date: November 4, 2026

These Terms of Service govern the after-hours answering, triage, and dispatch coordination services provided by Garrison Dispatch, a Washington sole proprietorship operated by Stuart Chapin ("Garrison", "we", "us"), to the contractor that enrolls ("Contractor", "Client", "you"). By starting a trial, forwarding a line, or using the service, you agree to these terms. A signed Master Service Agreement and Statement of Work control if they conflict with this page.

1. Not a 911 or life-safety service

Garrison is not a Public Safety Answering Point and is not connected to 911. We do not provide fire, medical, police, or municipal emergency response. If a caller reports a gas leak, fire, electrical hazard, carbon monoxide alarm, flood, or any threat to life or property, our only protocol is to tell the caller to leave the area and call 911.

Garrison is a communications and dispatch-coordination service for routine and after-hours trade work. It is not a monitored alarm service, a life-safety system, or a substitute for 911.

2. What Garrison does

  • Answers calls forwarded to the number Garrison provisions or designates.
  • Triages the caller with the script and questions supplied by Contractor.
  • Captures the caller's name, callback number, service address, and issue.
  • Discloses Contractor's diagnostic fee and records whether the caller accepted it.
  • Pages Contractor's on-call ladder by voice, SMS, and email until someone acknowledges or the ladder is exhausted.
  • Creates a durable ticket and sends Contractor a weekly activity report.

3. What Garrison does not do

  • Garrison does not employ technicians, own service vehicles, or perform repairs.
  • Garrison does not guarantee that a technician will accept a job or arrive within any time.
  • Garrison does not guarantee that every page is delivered; delivery depends on carriers, devices, and Contractor's roster.
  • Garrison does not diagnose the fault, quote repair prices, or authorize work beyond the diagnostic fee disclosed by Contractor.
  • Garrison does not collect payment for repair work. Any diagnostic fee authorization is taken as Contractor's limited billing agent.

4. Contractor responsibilities

  • Forwarding: Set and test the carrier forwarding that sends the after-hours line to Garrison, and keep it active.
  • Roster: Keep the primary, backup, and owner contacts current. A stale roster is the most common cause of a missed job.
  • Acknowledgment: Answer pages and accept jobs. Garrison's duty ends when the job is acknowledged or the ladder is exhausted.
  • Licensing and conduct: Hold all required licenses, permits, and insurance, and perform work lawfully and competently.
  • Recording notice: Garrison does not retain call audio. Calls are transcribed by an automated assistant, and the transcript is the dispatch record. No recording consent is required because no recording is kept.
  • Caller disputes: Handle complaints about pricing, workmanship, damage, and refunds. Garrison only passes on the information the caller provided.
  • SMS consent: Obtain any consent required before asking Garrison to text your customers.

5. Plans, trial, and billing

PlanMonthly feeCoverage
Diligence$700Answer, triage, ticket, single on-call technician, weekly report
Shield$1,000Diligence plus acknowledgment tracking, backup, and owner escalation
Sentry$2,400Shield plus multiple crews and territories, priority ladder, weekly ops review

Each plan starts with a 14-day free trial. The trial starts when Garrison confirms the desk is live, not when checkout is opened. If you cancel before the trial ends, you are not charged. After the trial, the plan renews monthly until cancelled.

Billing runs through LemonSqueezy. Cancel any time from the LemonSqueezy customer portal or by written notice. Cancellation stops the next renewal; the current paid month is not refunded. Garrison may change prices with at least 30 days' notice before the next renewal.

If a card fails, Garrison keeps answering for a 7-day grace period while LemonSqueezy retries it, and emails both parties. If payment is not restored by the end of the grace period, the desk is suspended until the subscription is active again. Tickets and history are kept either way.

If Garrison cannot activate a desk you paid for, you may cancel and receive a refund of the unused prepaid amount.

6. Availability and service credit

Garrison targets answering at least 99% of forwarded calls in each calendar month, measured on Garrison's call records. The target excludes failures caused by the carrier, Contractor's forwarding setup, Contractor's devices, internet or power loss at Contractor's site, force majeure, and scheduled maintenance announced in advance.

If Garrison's own failure drops answered calls below 99% in a month, Contractor's sole remedy is a credit of 10% of that month's fee. Request the credit within 30 days with the affected call details. The credit is applied to the next invoice and is not paid in cash.

7. Limitation of liability

To the maximum extent permitted by law, neither party is liable for indirect, incidental, special, punitive, or consequential damages, including lost profits, lost contracts, spoiled inventory, or business interruption, even if advised of the possibility.

Garrison's total liability for all claims arising from the service is limited to the greater of (a) the fees Contractor paid in the three months before the claim, or (b) $3,000. This cap does not apply to Garrison's fraud, willful misconduct, or gross negligence, or to amounts owed by Contractor for the service.

Contractor is responsible for its own acts, its technicians' acts, and the work performed at the customer's property. Garrison is responsible only for the answering, triage, and notification service it provides.

8. Indemnity

Contractor will defend and indemnify Garrison against claims arising from Contractor's work, technicians, pricing, permits, property damage, or failure to obtain required consent or insurance. Garrison will defend and indemnify Contractor against claims arising from Garrison's own gross negligence or willful misconduct in providing the service.

Each party will promptly notify the other of a claim and let the other control its defense, while cooperating reasonably.

9. Data, privacy, and transcription

Garrison collects caller name, phone number, service address, issue description, call metadata, and a transcript to answer and dispatch the call. Call audio is not retained: the assistant transcribes the call and the audio is discarded, so no recording consent is needed. Our Privacy Policy and retention policy explain what we keep and for how long. Caller details are redacted from completed tickets after 90 days and the ticket is deleted after 24 months.

Garrison acts as a service provider for this data and processes it only to provide the service. Current subprocessors are Twilio (telephony), Vapi (voice AI), Upstash (database), Vercel (hosting), Resend (email), and LemonSqueezy (billing). A Data Processing Addendum is available on request.

10. Term and termination

Service is month to month after the trial. Either party may terminate for convenience with 30 days' written notice. Either party may terminate immediately for material breach that is not cured within 10 days of notice, or for nonpayment.

On termination, Garrison stops answering and removes the forwarded number from service. Tickets remain available to Contractor on request for the retention period. Amounts already paid are non-refundable except as stated in these terms.

11. Disputes and governing law

These terms are governed by Washington law. Before filing a claim, the parties will try in good faith for 30 days to resolve the dispute. If that fails, either party may bring an individual action in the state or federal courts located in King County, Washington, or in small claims court. Each party waives participation in a class action.

12. Text messaging program

Garrison Dispatch operates a transactional text messaging program for emergency dispatch. We send no marketing, promotional, or advertising messages. No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. Text messaging originator opt-in data and consent are excluded from any other sharing and will not be shared with any third parties under any circumstances. Mobile numbers and messaging consent are never sold, rented, or exchanged.

Who receives messages

  • Contractor personnel. The on-call technician, backup technician, and owner on the account receive job alerts, acknowledgment requests, shift checks, and escalation pages.
  • Callers. A person who calls an emergency line may receive one confirmation that the ticket was logged and the on-call technician was paged.

How consent is given

Every message goes to someone who contacted Garrison first. A caller dials the contractor's emergency line, gives a callback number for that service request, and is offered one confirmation text in these words:

"I can text this number a confirmation and your technician's arrival window. That is one to three messages per service request, and never more than five. Message and data rates may apply. Reply STOP to stop or HELP for help. Our terms and privacy policy are on our website at garrisondispatch.com. Would you like that text?"

A text is sent only when the caller clearly says yes. If the caller declines, is unsure, or the call ends first, no text is sent. Consent is not a condition of service.

Contractor personnel are enrolled by Contractor, which is responsible for confirming that each listed person agreed to receive dispatch texts. See section 4.

Frequency, rates, and opt-out

Message frequency depends on emergency activity. A caller typically receives one to three messages per service request, and never more than five. Contractor personnel may receive more during a busy shift. Message and data rates may apply.

Reply STOP to any message to stop receiving them. Reply HELP for help, or call (425) 464-4225 or email support@garrisondispatch.com. Full program detail is on the Text Messaging Program page; data handling is in the Privacy Policy.

13. Changes and contact

Garrison may update these terms with 30 days' notice for material changes. Continued use after the effective date accepts the updated terms. Questions and notices:
